Like all living creatures, Red-tailed Hawks need to eat. This one was, no doubt, was cruising about and using its splendid eyesight to locate a delicious bird’s egg or chick as a source of nourishment.
Naturally the parents of smaller birds do not appreciate the presence of a large raptor and various species work together in order to drive to drive the large bird away.

NATURE POETRY

Their thoughts I cannot measure:—
But the least motion which they made
It seemed a thrill of pleasure. – William Wordsworth (1770–1850)
